Prof Hefni Effendi is a resource person at the Refreshment of the Feasibility Test Institution and the Environmental Feasibility Test Team

Located in Yogyakarta, at the end of November, the Ministry of Environment (MOE) held an Environmental Management Coordination Meeting and Refreshment of Feasibility Test Institutions and Environmental Feasibility Test Teams. 

 

Prof Hefni Effendi, Chief of the Department of Aquatic Resource Management (MSP), Faculty of Fisheries and Marine Science (FPIK) IPB University, who is a member of the KLH’s Feasibility Test Team (TUK) and Feasibility Test Institution (LUK) was present to share his views.

 

As a presenter, Prof Hefni suggested refreshment on the procedures for the environmental process (Scoping) in environmental studies. This is the first step to determine the issue of hypothetical important impacts (DPH).

 

“This step is taken so that the environmental assessment becomes more directed, focused, and efficient, and can characterize the impact on the environment that should arise with a business plan and / or activity,” said this Professor of IPB University.

 

The coordination meeting was held in a hybrid manner, attended by Provincial, Regency/City Environmental Offices (DLH) throughout Indonesia, environmental consultants who have registration of Environmental Document Compilation Service Providers (LPJP), and a number of academics from several leading universities.  

 

At this meeting, it was discussed about the assignment of several environmental management documents that were previously the authority of the central government, in this case the Ministry of Environment, to the Provincial or Regency/City DLH.

 

This assignment is accommodated in the Decree of the Minister of Environment / Environmental Control Agency Number 19 of 2024 concerning the Assignment of the Environmental Approval Process which is the Authority of the Central Government to Provinces and Regencies / Cities in order to Support the Implementation of Business Licensing.  

 

The scope of the assignment mandated in the decision includes: 1) Assignment of issuance of Environmental Approval, 2) Assignment of issuance of amendments to Environmental Approval without the preparation of environmental documents, 3) Assignment of issuance of Technical Approval to fulfill wastewater quality standards, emission quality standards and technical details of hazardous waste storage.  

 

Some of the business activities assigned to provinces/regencies/cities are business activities that fall under the authority of the Minister of Environment based on Government Regulation Number 5 of 2021 concerning Risk-Based Business Licensing; and Foreign Investment Business (PMA). 

 

Teguh Irawan, Chief of the Technical Guidance Section in this activity described a number of transfer procedures. Starting from the application of the Terms of Reference Form or ANDAL, Environmental Management Plan (RKL)-Environmental Monitoring Plan (RPL) through Amdalnet until the minutes are issued if the form is accepted.
